If that means there aren't enough dumps, think again: every year the existing landfills in New York report over a million tons of permitted landfill space goes unused. The DEC reports tens of millions of tons of permitted landfill space exists in New York today.

Still, the waste industry estimates that municipal solid waste disposal volumes grew nationally over 100 million tons per year from 1970 to 2003. SWANA letter to
Congress, 3/19/07. It remains to be seen whether industry and regulators will take meaningful action to reduce waste for disposal. At least 85 percent of that waste could be diverted away from landfills to other uses.
